Tell is highly unique among communication verbs because of its strict valency: it almost always demands a direct human object (tell + someone). You do not "say" someone; you "tell" someone. Beyond delivering facts or instructions, tell has highly specific fixed collocations where it pairs with abstract concepts rather than quotes, such as distinguishing differences or reading instruments.
